Reviewed 2018-02-27 19:21:45 IEEE/ACM TRANSACTIONS ON AUDIO SPEECH AND LANGUAGE PROCESSING is a top journal for audio, acoustic and speech signal processing. Journal articles focus on issues such as speech enhancement, sound source localization, echo cancellation, and speech recognition. Now many published articles are on machine learning. Especially after the merge with the relevant parts of the ACM Society, in each issue more than half of the papers are machine learning papers. Review is reasonably fast. I have published three articles in this journal. Each time, the first round of review comments came back in about 3 months, and the revision (major revision) time given by the journal is 6 weeks. The second round of review is generally faster, usually about one month. The pre-printed version will be received approximately 1-2 weeks after the paper is accepted, and then it will soon be published online.
